In his speech, he noted that today's crimes committed among young people, in particular hooliganism and crimes of bodily harm, are one of the urgent problems that seriously threaten the stability of society. He also noted that it is an important task to form a legal culture in the minds of young people, protect them from various negative vices, and promote a healthy lifestyle, and gave the floor to the guests of the event.

A. Mamatov - a master's student of the Academy of the Ministry of Internal Affairs, lieutenant colonel, in his speech provided detailed information about the causes of hooliganism and crimes of bodily harm among young people, their consequences, and preventive measures being taken to prevent them.
First of all, he noted that today's youth of Uzbekistan is a generation that thinks in a new way, is able to find its place in global competition, and strives for knowledge and innovation. He noted that the achievements of young people in the fields of science, education, information technologies, culture and sports are a clear expression of their great potential and determination. At the same time, he emphasized that the youth issue is not only a social issue, but also a strategic one that determines the future of the country.
He also noted in his speech that crimes committed among young people, in particular hooliganism and cases of bodily harm, often occur as a result of shortcomings in upbringing, lack of legal knowledge, and the lack of meaningful organization of free time. He noted that it is especially regrettable that conflicts arising from trivial reasons lead to serious consequences, and in some cases, cases of the use of cold weapons are observed.
The speaker emphasized that the issue of education and upbringing is the most important factor in preventing crime, and emphasized that a spiritually mature, legally aware youth will never turn to crime. At the same time, he noted that the cooperation of not only internal affairs bodies, but also educational institutions, parents and the public is of great importance in preventing offenses among young people.
In his speech, he also touched upon statistical data, noting that the number of crimes committed by young people in recent years has remained high, especially among serious and extremely serious crimes, there are many cases of causing bodily harm and hooliganism. He also indicated the desire to earn easy money, financial insufficiency, unemployment, attempts to show off, and educational problems as the main reasons for such crimes.
